Cabbage-Cheddar Chowder

1 pound ground beef
2 stalks celery, sliced
1 onion, chopped
1/2 green bell pepper, chopped
1/2 head cabbage, chopped
1/2 cup water
3 cups milk
2 cups shredded or cubed Velveeta cheese
3 tablespoons flour
1 1/2 teaspoon salt
1/4 teaspoon pepper
Cook and stir ground beef, celery, onion, and green bell pepper in Dutch oven
until meat is brown and vegetables are tender; drain. Stir in cabbage and water.
Cover and cook over low heat about 10 minutes.
Stir in milk and remaining ingredients. Heat to boiling, stirring constantly.
Boil and stir 1 minute.
